The London Borough of Merton is seeking a Service Lead for Client Financial Services, a pivotal role overseeing both our Financial Assessment and Client Affairs functions within Adult Social Care. This is an exciting opportunity to shape and strengthen services that support some of our most vulnerable residents.
As the Service Lead, you will provide strategic and operational leadership to ensure the delivery of person centred, legally compliant, financially robust services. You will oversee statutory financial assessments, the management of client finances for individuals who lack capacity or need support with their financial affairs. You will also be the strategic lead for the councils charging policy and its implementation.
This is a critical role in ensuring fairness, transparency, and financial safeguarding across Adult Social Care.
Key Responsibilities
- Provide strategic leadership for Financial Assessment and Client Affairs services, ensuring alignment with legislation, policy, and best practice.
- Oversee accurate financial assessments, effective client financial management, and strong income collection and governance processes with finance colleagues.
- Ensure full compliance with the Care Act, Mental Capacity Act, DWP requirements, and maintain robust financial safeguarding and audit controls.
- Lead, motivate, and develop teams, driving continuous improvement, high performance, and a culture of accountability and inclusion.
About You
- Strong knowledge of adult social care legislation, financial assessment processes, charging policies, and financial safeguarding.
- Excellent leadership, communication, analytical, and financial management skills, with the ability to manage complex workloads and priorities.
- Significant experience in adult social care finance, including operational management, client affairs, and supporting vulnerable adults.
- Proven track record of service improvement, compliance, budget management, and effective partnership working.
